Since the Third Plenary Session of the eleven, China has carried out six big government institutional reforms from 1978 up to now. The government architecture adapt for market economy has been set up. Especially in 2008, China carried out a big department system reform like the West, streamlining government institutions, straighten out the functional relationships. However, because of various reasons, there are still many problems exist in the government organization, such as the " expand -- streamline -- expand--streamline " cycle.The last time the institutional reform has been over the past 5 years, social, economic field appeared a lot of new situations. One side, frequent food safety problems, the industrial and commercial administration, quality supervision system is not suitable for the reform of government institutions and puts forward a new subject. On the other hand the government organization expansion momentum has appeared, need to cause enough attention. This paper discusses the seventh government agencies reform countermeasures. Through the analysis of the existing problems of Yangzhou such as:government function positioning is not clear, organization expansion trend, organization establishment, legal effect and the number of leadership positions by the lack of scientific standards of the causes of the problem, put forward new requirements on the functions of local government, industry and commerce with the food safety, quality supervision and other fields, explore mechanism of reasonable reform program, the reform measures proposed. The countermeasures and suggestions mainly include:reasonable positioning functions of the government, enhance the organization level of standardized management, improve the organization establishment management legalization level and promote the establishment of scientific management level.This paper is divided into four parts; In the first part, the research background, significance of the topic, research status, research methods and innovation points and the shortcomings are discussed.The second part introduces the basic situation of six organization reform experience since 1978 and the background of seventh.The third part introduces the problems that the organization reform faces, such as:unclear orientation, organization expansion trend, lack of legal effect and the number of leadership positions by the lack of scientific standards and other issues, and analyze the reasons of these problems.The fourth part puts forward the countermeasures of the seventh reform: reasonable positioning functions of the government, enhance the organization level of standardized management, improve the organization establishment management legal level, improve the scientific management level of organization.
