The eighteen report of the Communist Party of Chinese demanded strictly of controlling strictly control their staffing and agencies,reducing the number of leadership positions,and points out that the Chinese government has a large scale.After the first session of the twelve National People's Congress,Premier Li Keqiang put forward the "pledge",which promise that financial support staff will be reduced.In order to implement this requirement,the central,provincial and municipal government issued a series of policy documents to guide the subordinate departments how to control the size of the financial support personnel.With the rapid development and changes of China's economic and social,the government affairs is becoming more and more heavy.And a variety of temporary work become a bigger burden to the government departments.As staffing establishment of grassroots government is very scarce in the meantime,government itself is difficult to maintain efficient operation.Additionally,with the central,provincial and municipal continued with streamlining administration and delegating power to the lower levels decentralization,grassroots government's administration and public service work is still increasing.In order to adapt to the needs of economic and social development and the performance of their duties,for solving the heavy workload,the unreasonable personnel structure and other issues,grass-roots levels of government begin to seek to alleviate the shortage of human resources by employing supernumerary way.At present,there has been a clear policy to control the total amount of staff.With respect to the staff,but there is no uniform standard of all levels of government staff.How to manage the government supernumerary personnel,for the reform of government personnel system,improve administrative efficiency and financial personnel scale control is of great significance.Taking the P city D District of supernumerary personnel for example,the paper study how to manage the district government of supernumerary personnel.In this paper,the writer use the theory of public management and other related theories,such as human resource management theory,government performance management theory and so on.With the methods of literature research,social investigation,analysis combined with comprehensive methods,the paper explains and studies on municipal government with supernumerary issues related to human management.This thesis consists of five parts.The first part is the introduction to the background of the topic,the domestic research situation on the topic,research methods and the significance of the system.The second part is the related concepts are summarized,including the definition of the related concepts and the personnel management theory.The third part is the supernumerary personnel status of D District,which mainly introduces the P city D district staff of the basic situation,management situation and main characteristics of groups.The fourth part is the problems of supernumerary personnel management and the analysis of cause of them.Through the statistics of the data area D summary,the paper found that government departments employ and daily management of supernumerary personnel irregularities.The fifth part is the use of the management staff.From the point of view of solving the problem,this paper studies the Countermeasures of standardizing management.
