With modern democratic life of the country in the world become increasingly popular, governments are service-oriented and responsive to changes in the government, the traditional "command—subordination" type of administrative model has ceased to exist. Modern states are generally democratically elected government, and its administrative methods and behavior for more people to consider the needs of the public, because people’s needs and progress with the development of society is also increasingly diverse, which makes the government’s administrative methods and Behavior patterns are becoming more diverse. Provide services as the government gradually weakened the power of one strong color, began to serve the people’s role in carrying out administrative activities, and actively encourage people to participate in political activities related to decision-making in order to achieve good administrative effect. Executive Award is the most common one of the ways of modern administration. In modern democratic countries, administrative incentives as a more effective democratic government and way of administrative means, all already in the social life of universal access to basic, day to day administrative activities of government plays an increasingly important role. Then, on the basis of our current executive incentive system were compared, from which to explore incentive system of administrative problems and defects, and thus to further improve our administrative system of incentives put forward strategies and measures, to be able to China be helpful to further improve the administrative award. This paper is divided into four chapters, as follows:The first chapter, an overview of executive rewards.
