The evaluation of the policy executive power is an important part of the policy executive power theoretical system, and is the link that contacts the theory and building practice of the executive power. With the research development, the importance of the policy executive power and the necessity of building a evaluation system seems to carry weight by the scholars. And researches were conducted to build a useful policy executive power evaluation system and related research results were published. There are problems in the existing evaluation systems that the evaluation subject are not standard, evaluation indexes design standards are not uniform and lack of linkage, the systems are not widely used, which lead to the shortage of accuracy, scientific and application in the systems.This study is conducted to build a local government policy executive power evaluation system. With the local government policy executive power theories and the policy implementation models, the balanced scorecard which is a performance evaluation tool was used in the construction of the local government policy executive power evaluation system. The local government policy executive power theories determine that the designed indexes must reflect the basic attributes of power, and comply with the requirements of the local government policy executive power. To make the policy executive power evaluation more comprehensive and accurate, it needs to measure each variable in every policy implementation phases. By studied the policy implementation, it could ascertain the form and specific requirements of policy executive power in each policy implementation phases, and designed the evaluation indexes. The designed indexes were divided into four dimensions——policy consensus, implementation synergy, executive culture and executive credibility through reference the balanced scorecard index design method and principle. The Delphi method and analytic hierarchy process were used to confirm the indexes weight. Based on the existing evaluation index systems application problem, a supporting system that contains the choice of the evaluation subjects, the calculation and usage of the evaluation results was designed at the last part of this thesis for the smooth running of the evaluation system.
