A Research On Promoting Local Government Public Policies Ability

The definition of local government public policy ability is that under the background of the governmental macroscopic policy, the compositive behavior of public policy. The ability contains the local government use policy to solve the social problems of the regional, formulate the developing policies, determine the policy targets, formulate the policy plans and implement the policy assessments.At present, the problems of public field is austere, now it is the expanding period of public demands, the local government as the core of main power should bring forth new ideas to the public policy ability of local government according to the practical situation, under the guarantee of carrying out the central policy, meanwhile achieve their economical development targets relying on their resources.The article uses the research technique mainly is the literature methodology, method of comparative study, qualitative analysis and quantitative analysis. Through the application of the data and material and analyzing the current situation of our local government public policy, then to fix how to promote our local government public policy.Firstly, to propose the data and material of the abroad and domestic research status about the ability on local government formulating, implementing and assessing.Secondly, study on China's overall capacity of the ability of local government public policies and the status of the existing problems, on the basis of drawing on and assimilating from west local governments public policies reforming code and experiences, further more find out the factors which restricted the ability of public policy.Finally, the article puts forward the routes to reform the our local government public policy ability. Further more reform and complete the existing formulating system, promote the ability of policy-implementing, transform the motion of public policy, in order to strengthen the importance and equality notion of various public policy organizations, at the meantime we should positively at encouraging public people to participate in policy-formulating, policy-implementing, policy-supervising, to developing modern and plural public policy.
