Policy termination is the basis part of policy process, it plays a connecting role in the policy process and is the important mean of policy self-adaptation. But the study of policy termination has been in the lag phase, this lag not only reflects in its theoretical research large behind the other processes in the policy process, but also behind the reality and needs. China is now in the transformation period that is from traditional society to modern society, showing many characteristics, for example, diversification of interests, the interests of the orientation of multi-polarization, difference of interest dominance, sharp conflicts of interest and so on. Public policy as the primary mean of government for achieving social management functions that solute social problems, it play an important role for the coordination of social interests conflict and the integration of the interests of social groups. Policy termination will cause the adjustment to the pattern of interests, and it is possible to conflict of interest. And in the social reality practices of China, the policy terminations are often in the non-discipline forms. And they always cause some interest conflicts and hinder the play of policy coordination function in public interests. Therefore, this paper will explore the policy termination theory in the perspective of conflict and coordination of interests.The paper is divided into four parts. The first part is the introduction which described background, the research purposes and meanings, basis research reviews, research methods and so on. The second part is theory analysis which is base on the defining the core concepts of policy termination, conflict of interest and coordination of interests. It points out three main stakeholders in the policy termination, and the interest conflicts are non-adversarial. We should combine the personal and governmental interest coordination. Then, it points out the needs for coordinating the interest in the policy termination. The third part is actuality analysis which is on the basis of current policy termination practice, sum up the main manifestations in the interest conflicts, and analyze the causes of them. The fourth part is probing paths to enhance the coordination capacity for the interest relations in the policy termination.
