On The State Power Supervised By The Network Consensus

“State power supervised by the network consensus” means: take the network as thecarrier，in order to ensure the operation of state power in accord with the fundamentalinterests and the requirement of the people, we checked it, watched it,urged it,corrected it and made it standardization and institutionalization. This way ofsupervision is a kind of democratic supervision in essence. It has such characteristics:First of all, the supervision of the principal is very broad; Secondly, it has no directforce; In third, this supervision behavior is virtual and cross-boundary; In fourth, thesupervisory process efficiency is very high; Finally, the results of the supervision arevery difficult to control. Using the Internet to supervise state power is conducive to theprotection of China’s democratic politics; it also contributes to the healthy and stableoperation of state power. Draw on the theory of democratic supervision of the WesternEnlightenment thinkers, order mass supervision thought of Marxism as a guide,according to the general rule that of the operation of the law, because the legislation,executive power, judicial power have different characteristics, this paper is dividedinto three aspects to analyze the current situation of power supervision which under thebackground of network. For the existing problems, the author puts forward foursuggestions. First of all, the Country must put the network supervision into thenational power supervision system; secondly, the Country must improve the quantityand quality of the people who has the right to use the Internet to supervise state power;In third, the Country must establish an interaction mechanism which in favor of thecommunication and interaction between the supervisor and the supervisionobject;Finally, the Country must take effective measures to strengthen the control inusing the Internet to supervise the state power. These countermeasures are intended toovercome the limitations of this supervision mode, make full use of its progress, andseek a new way in order to perfect the power supervision system of our Country.
