With the fast development of socio-economic, and the promotion of the wave ofglobalization, the society enters into a period when the crisis occurs frequently. In recentyears, the emergency which occurs frequently has brought great hazards to people’s livesand property and the security and stability of society. How to avoid the occurrence ofemergency and reduce the losses which are caused by emergency as much as possible,have become the important problems that the governments need to solve.In emergency response, emergency decision-making is the important part ofemergency management. Timeliness, accuracy and efficiency of the emergencydecision-making play an important role in reducing the losses of disaster and thecasualties. However, in the situation when the massive multi-information updates random,the complexity and randomness of the emergency lead to the emergency decision-makingis mainly dependent on the tacit knowledge in the minds of decision-makers. In theemergency decision-making, the process and environment of decision-making and theknowledge required for decision-making are changing. How to locate quickly theemergency decision-making experts and the tacit knowledge is the key to improve theability of emergency decision-making.The emergency decision-making is non-procedural and knowledge-based. For thesecharacteristics, firstly, this paper elaborates these concepts of emergency, emergencydecision-making, tacit knowledge and so on. Then, based on the text mining method, getthe existing form of tacit knowledge in the emergency decision-making, the experts’association and the association of tacit knowledge. Secondly, build the database ofemergency decision-making experts, in order to store the related information ofemergency decision-making experts and tacit knowledge. Thirdly, based on socialnetwork analysis methods, convert the data which is retrieved through the database ofemergency decision-making experts into the form of tacit knowledge maps, to facilitatethe rapid location of the emergency decision-making experts and tacit knowledge, andcompose the experts’ team of emergency decision-making to guide emergencydecision-making. Finally, some practical examples are used to achieve the mining, storage and visualization of tacit knowledge of emergency decision-making.
