Tacit knowledge is vague and difficult to articulate and logical coding, is not conducive to be spread and learned, the current definition of tacit knowledge has not yet unified. In this paper, a comprehensive view of many scholars about tacit knowledge can be expressed as experience, intuition, inspiration, epiphany, insight, foresight, willpower, values, mental models, team tacit and organizational culture. This paper analyzes the influence of tacit knowledge to crisis decision-making, when civil service were restricted by time, information, resources, and subjective aspects, while explicit knowledge can not play an effective role in crisis situation.Affected by the current bureaucracy form and civil service personal factors, the information and knowledge transfer are limited in organization, it is difficult to form the atmosphere for tacit knowledge sharing and exchange; civil service do not want to share their tacit knowledge for their own interests. This situation is not conducive to accumulate tacit knowledge of civil service, and also influence the civil service to enhance their crisis management capability.This paper put forward many ways to explore tacit knowledge of civil service in order to improve the quality of decision-making crisis, for the present situation of tacit knowledge is important to crisis decision-making and civil service lack of tacit knowledge.Combining knowledge spiral theory, "learning by doing" theory and implicit learning theory, the article propose ways to explore tacit knowledge from the individual level, organizational level and government protection and other aspects.In individual level, through continuing education, expert training, mentoring model, scenario simulation and other methods to explore the tacit knowledge; In organizational level, through improved organizational structure, strengthen communication and knowledge sharing in the organization, training team understanding and organizational culture in order to promote the learning and sharing of tacit knowledge in the organization; the government through system security, financial security, and network platform to promote the civil service learning and accumulating tacit knowledge.
