With the speedup of urbanization and rural urban gap, the Three Rural Problems inour country are increasingly serious. In order to make up the disadvantaged ruraldevelopment, and to redistribute the public resources between urban and rural, our countryhas been issuing a series of pro-agriculture policies. It has issued eight Central No.1Documents since2004, with different themes of promoting the farmer additionallyreceiving, strengthening rural infrastructure construction and developing waterconservancy facilities, which has been forming a whole pro-agriculture system. Althoughpro-agriculture policies are beneficial for peasants to some extent, there are still plenty ofdifficulties in practice, such as policy contents distortion, single communication channel,poor feedback and so on, which are harmful to pro-agriculture policy communication.Policy communication is the middle link between policy making and implementation,it’s also the main research object of this article. There are three main points. Firstly, thechief channel of pro-agriculture policy communication is government organizationalcommunication from top to bottom. Governments at all levels are not only communicationsubjects, but also gatekeepers. Secondly, the origin reason of pro-agriculture policyorganizational communication dilemma is situation of lacking bureaucracy in ourcountry’s administrative system. Analysis about the reason can be break into three parts,under the grading, there are more administrative links and less policy communication;under the personification, there are more policy preferences and less clarity; under theirrational spirit, there are less supervision and less penalty. Thirdly, the key factor toimprove the efficiency of pro-agriculture policy organizational communication is toperfect our country’s bureaucracy system. It will provide a good institutional environmentfor pro-agriculture policy organizational communication. The article proposes threesuggestions, redistributing the functions of the government to reduce the communicationlevels, making government affairs public to increase communication transparency,reconstructing communication monitoring and feedback mechanism.This article uses comparative method, comparing the rational bureaucracy with ourcountry’s bureaucracy system, also comparing the information organizationalcommunication under these two institutional structures. By comparing, the result isconcluded that the current bureaucracy system in our country is in the situation of lacking bureaucracy. With the writer’s discovery and feeling through investigation, also usingsome cases, the article analyzes how bureaucracy lacking influences the dilemma ofpro-agriculture policy organizational communication. At last, it considers how to resolvethe dilemma.
