In recent years, along with the social and economic development, the Chinesegovernment management models and methods also had been changed. The managementfunctions of government in public has also been strengthened, the traditional public sectorpersonnel management system can not adapt to the development of the administrativesystem, so the China’s administrative system reform has a negative impact on differentaspects. Therefore, there should have innovation in the public sector human resourcesmanagement in order that the constructing can adapt and promote social and economicdevelopment of the public sector human resources management system.The new public management theory emerged in the1980s Britain and America,which was quickly expanded in the world, especially the government management theoryand practice produced profound and far-reaching effects for the western public sectormanagement. It emphasizes some positive ideas, such as the pursuit of public managementefficiency and service goals, advocating market competition to improve service qualityand level, which call for the administrative decentralized and retreated, promoted theprivate sector’s effective management methods and implemted performance incentive andsupervision and evaluation of China’s public department thoughts on human resourcesmanagement reform with important theoretical and realistic significance.This paper was based on the system analysis, literature induction methods, historicalresearch and practical approach. Firstlyl, the paper through these theoriess such as the newpublic management theory and human resources management theory, which was discussedand analysis; Secondly, there has some analysis of the public sector in China presentsituation of human resource management,which has been discussed abve. The paper alsoemphasises on the existing problems and analyzes the its reasons. At last, the paper putsforward the new public management theory finish below the guidance of China’s publicdepartment human resources management reform countermeasures and measures fromaspects of practicing in our country.This paper had been concluded that under the guidance of the theory of the new public in China, our country’s public sector human resources management reform will bemore successful through the theoretical research in the public sector and the introductionof new public management methods.
