Throughout the1970s, the Western developed countries in order to meetthe increasing challenges of globalization, information technology, international,and get rid of the financial crisis, crisis management and public crisis ofconfidence, and improve government competitiveness, which continued to setoff the upsurge of public sector reform. Performance Evaluation of the publicsector to evaluate and improve public sector performance tool by governmentsaround the world and academia widespread concern and attention, and became aleading issue of modern public management research. Performance evaluation inthe evaluation of public sector capacity to monitor the behavior of the publicsector, improving public sector performance, to improve the relationshipbetween public sector and the public has played the role of non-missing.Since the early1990s, performance assessment improvement and development of advanced units in the West, is still in the ascendant, andinstitutions of our country only in recent years began to learn and study this kindof management. Performance evaluation of institutions in China started late,lagging behind the development, the lack of a complete set of scientificperformance appraisal system. Institute of the provincial administration trainingand teaching performance evaluation in the present situation is still in theexploratory stage, did not mature evaluation system, framework and indicatorsystem.In this paper, guided by the scientific outlook on development, from theperformance evaluation of the basic theory and basic concept, through theinstitutions of government performance evaluation and analyzing the presentcondition of Shanghai Administration College Teaching fiscal expenditure forall-round, systematic tracking and analysis, empirical study institutionperformance assessment procedures and methods, especially the performanceevaluation index system establishment process, on the basis of this attempt topresent a following both the institutions to assess the performance of the generalrules and accord with our country to carry out institution performanceassessment the specific circumstances of the performance assessment model, soas to improve the performance of the institution and service level to make sometentative study, achieved on the institutions of government performanceevaluation system optimization. The empirical study is not only helpful to thecomprehensive, detailed analysis of the existing training model and teaching system characteristics, train of thought, objective evaluation of its economic andsocial benefits, to summarize the successful experience and find out existingproblems, foster strengths and circumvent weaknesses, further more, toconstantly improve the provincial administrative institute teaching trainingeffect and puts forward the countermeasures and suggestions.This article mainly uses the archival research method, survey method andempirical research method, drawing lessons from foreign advanced ideas andexperiences, targeted to Shanghai Administrative College as a case study ofChina’s provincial administrative faculty teaching performance assessmentproblems, trying to further improve China’s provincial-level administrativefaculty teaching performance evaluation system, and then improve theadministrative college teaching efficiency, promote the provincial administrativefaculty teaching performance evaluation work of the scientific development.
