Only in this way can we serve as a demonstrator of socialistmorality, a leader of credibility norm and a guardian of fairness and justice. Let’s manifestcommunists’ power of personality using our practical action.” This quotation puts stress onthe importance of leading cadres’ moral construction.Morality, as a category of ethics, is a kind of social ideology as well as the principlesand standards of people’s common life and behaviour. Leading cadres, who are at the heartof our national political life, are the constituters and executors of national lines, principlesand policies. The moral situation of these people, which has a direct influence on thedevelopment and the future of our nation, is related closely to people’s vital interest.However, a part of leading cadres’ moral situation appears to be a decline with their moralprinciples losing, which has not only caused damage to the course of the Party and thecountry, but made people lost their trust. Why? It is the lack of a complete set of moralstandard system that matters. Whether their morality is good or not depends only on cadres’own conscience and self-discipline. The Party and the people are short of specificquantitative criteria, so monitoring results are not quite successful. Therefore, drawing up acomplete set of moral standard system is just around the corner.This article, which is based on a concrete examination about leading cadres’ moralstandard construction, refers to the excellent moral tradition from Chinese traditionalculture, is guided by Marxism-Leninism moral principles. Meanwhile, it analyses thebenefits of foreign public officers’ moral construction so as to form a complete set ofleading cadres’ moral standard system. The point of the article exists in Part Three, including leading cadres’ personalqualities, professional ethics, family virtues and social moralities which are put forward bythe Party Central Committee.
