To assess the performance of leading cadre is always a focus and difficulty of the Party and the government. The report of the 17th National Congress of the CPC indicated"We will standardize the cadre nomination system, perfect the cadre assessment system in accordance with the requirements of the Scientific Outlook on Development and a correct view on evaluating cadres' performances."Recent years more researchers focused on assessing leading bodies and the ranks of its cadres'performance of local committee of the CPC and government, however, assessing the leading bodies and cadres of their departments were ignored. It is important to establish a scientific and perfect assessing index system of cadres and the ranks of departments of CPC and government for fulfilling cadre development policy and strenthening cadre group construction.With the purpose of establishing a more efficient, reasonable, maneuverable index system, the researcher analysed the changing process and implementing of the assessing system about the departmental leading bodies and cadres of Leshan Municipality, and found the weakness of the system. According to the index composing, principle for establishing, designing process, items selecting, feasibility evaluating, assurance of fulfilling , the researcher adjusted the index system, formed a comprehensive, scientific assessing index .The main results of this research are as follows: established comprehensive information index, which combined routine assessing with occasional assessing; founded"individual index"and"flexible index", which are more fit for leading bodies and cadres of various types; added"public-opinion poll"index, which extended the domain of assessing, and fully embodied democracy and transparency. At last, by means of standardizing and integrating routine assessing, annual assessing, applicants'qualification assessing, and tenure assessing, the research presented a quaternary comprehensive assessing system, which embodied integrality and scientificity.The practical value of the research are as follows: promoted the development of departmental leading cadres assessing system of the party and government of the municipality or Sichuan province; strengthened leading bodies and cadres building; enhanced administrative efficiency; improved management style; established a standardized behaviors, coordinated operation, fairness and transparency, honesty and high efficiency, and serve people cadres administration system.
