With its reform and opening up policy, China got great changes on economic andpolitical fields, especially with the development of politic system reformation, cadre andpersonnel system reform gained outstanding achievements. Leading cadre selection concernsthe cadre developments of whole government and team construction of our Party, which alsoconcerns the opening up and reform. Leading cadre selection is an important practice issue,which is also a theoretical issue. At the moment, reform and innovation of leading cadreselection system has become a dominate cadre and personnel reform of our country.On the basis of following objective laws of the society, this paper clearly definite thebasic relative concepts, summarize the principle, standard and method of our leading cadreselection system, select three levels (Provinces and cities and county levels) public election ofJilin province in2010as a sample to do the research. Public selecting leading cadre shouldfollow political principle, principle of equal stress on integrity and ability, and law principle;which needs to take political caliber, grass-roots level experience, education and knowledgelevel, ability of enlarging the leading cadre’s prestige in the masses as the selection standard,and implement the following two methods as selection methods: from the thinking level,there are position analysis method, behaviorism method, qualitative method and quantitativemethod; form operational level, there are written examination, interview, and the itemsinvolved in the interview process which are constructive interview, leaderless groupdiscussion and psychological test. By doing the analysis towards leading cadre, the analysis ofpublic election can be further carried out.Through making the comparison among public election, other selection system in Chinaand civil service system in western countries, this paper summarizes the superiority of publicelection in current society, and declares that public election will be the body part of cadre andpersonnel reform system of our country. This paper take the status of public election in Jilinprovince at2010as the entry point, to further analyze the feature, procedure, problems and itscauses in leading cadre selection of Jilin province.In line with the current situation, this paper presents corresponding strategies, such asstrengthen the awareness and credibility of public election; bring the official propertiesdeclaration system into public election process; build a logical public election structuralsystem; improve the scientific evaluation system; accelerate the progress of systematicconstruction.
