The Japan-U.S. alliance is one of the most important bilateral relations in the world. One of the most important components of this alliance is U.S.’s use of U.S. Army Base in Japan. According to statistics of Japanese Ministry of Defense, there are84U.S. Army Bases and34military facilities of U.S. Army Base in Okinawa. The area of U.S. Army Base in Okinawa accounts for74.1%of total U.S. Army Base in Japan. According to statistics of Okinawa government in September of2009, U.S. army forces in Okinawa accounts for68.4%of total U.S. Army forces in Japan. Therefore, U.S. Army Base in Okinawa is a typical case for studying U.S. Army Base in Japan and researching the Japan-U.S. alliance.Though U.S. Army Base plays an important role in the Japan-U.S. Alliance, it turns to affect and hinder the development of the alliance. Why it changed from cornerstone to obstacle in the way and what’s its performance and impacts? I hope you could find answers in this essay. After combing and analyzing development history of U.S. Army Base during Cold War and after Cold War, I concluded different characteristics of these two periods and further pointed out dual character of the Base in Okinawa in relation to Japan-U.S. Alliance, as well as its regular pattern.There are three parts in this essay. The first part combed and analyzed the history of the Base including how it formed and developed during the Cold War and concluded by the Base had a passive impact to promote the alliance. The second part combed and analyzed the changes of the Base after Cold War and concluded by the Base had an active impact to disunite the alliance. However, this was restrained by U.S..The third part concluded dual character and analyze its performance, reason impact and why the impact changes.I tried to make these points:In accordance with East Asia Strategy of American and high strategic value of the Base, U.S. Mainly relies on Japan in this alliance for U.S. Army Bases which are represented by U.S. Army Bases in Okinawa. So this base has positive and active impact on the alliance. Meanwhile, the Base shows the critical character of the Alliance as asymmetry. So the existence of the Base will have passive impact on the alliance. Though the fact always exists, the passive impact did not last. It’s because only when Japanese government objected to the Base, the alliance will be truly affected.
