Research On The Comprehensive Strategic Partnership Between China And Russia

Sino Russian relation is one of the most important bilateral relations in the world.As one of the rare bright spots since the end of the cold war, the rapid development ofSino Russian relation has been highly recognized by politicians and scholars all over theworld. It is also a strategic problem that been paid fully attention by the leaders of thetwo countries. Besides intrinsic motivation between the two countries, internationalpolitical structure and area structure as well as the United States’ international strategyand foreign policy towards China and Russia have also been the critical external factorsthat shouldn’t be ignored for the establishment and the development of Sino Russianstrategic cooperative partnership.It won’t be ten years until the international community to usher in a change. Sincethe new millennium, after the shocking event of “9.11”, the international financial crisisin the year of2008-2009had made a top-down turbulence in the international society.Though international structure may not thereby change radically, but with the emergingcountries’ showing their huge economic strength, the multi-polarization trend in theinternational political and economic structure is inevitable. On the behalf of emergingcountries, Sino Russian relationship is not only critical to regional security, but alsocritical to the world. As any bilateral relations or multilateral relations, China Russiacomprehensive strategic cooperative partnership has been established and developed intheir respective national interests, so this relationship has both purpose and tool function.And also, it is very flexible to adapt China’s current foreign policy.This article has four parts: the first part describes the forming process of thecomprehensive strategic partnership between China and Russia; the second part interpretsthe forming reasons, both internationally and internally, of the partnership between Chinaand Russia; in the third part, it discussed the firmness and flexibility of the Sino Russianrelationship; the last part describes the trend of multi-polarization structure in the postfinancial crisis era and discussed the uncertain factors between Sino Russian relationship, and finally gets a prospect between the two countries.
