The Research Of India-Russia Strategic Partnership

The India-Russia partnership is one of the important bilateral relationships in the present international relationship. The dynamic development of India-Russia strategic partnership will exert influence upon the formation and development of international system as well as upon the relationship between the important countries in the world. At the same time, the Indio-Russia strategic partnership has important geo-political significance. The former India-Soviet relationship influenced China; therefore,the present India-Russia relationship will also influence upon China. In this paper,the formation,the content,the feature,the cause,the restrictive factors and the prospect of the Indio-Russia relationship after cold wall are discussed,and the influence upon China caused by this relationship as well as the countermeasure by China are analyzed.The first part is about the establishment of India-Russia strategic partnership.After cold war,the relationship of Indio-Russia has gone through three periods: uncertain periods,improved periods,developing periods.In the third periods,2000 saw the establishment of India-Russia strategic relationship and up to now, the relationship has been continuously. October,2000 saw the"Strategic Partnership Proclamation between India and Russia"which signified the new phase of their relationship and it also set framework and principle for the development of the two sides'relationship.The second part is about the main content and character of India-Russia strategic partnership. Under the framework of the strategic partnership,India and Russia began the overall and virtual cooperation in the field of politics,economy and military affairs. The main content of the two sides'strategic partnership includes mutual trust in politics,mutual benefit in economy,and mutual facilitation in military affairs. Different from the India-Soviet relationship in the cold war period,the establishment of India-Russia strategic partnership is the strategic choice based on the two parties'present and long-term interest and the relationship bears the distinct feature of the times. First,the India-Russia strategic partnership does not bear the property of military ally; second,it has the character of mutual benefit which conforms to the times; third,the relationship wholly embodies pragmatism of the two parties'diplomatic principle. The third part is the analysis about the prospect and main factors that influence the development of India-Russia strategic partnership. In this part,the cause and the restrictive factors of India-Russia strategic partnership on the bases of national interest theory are deeply explored and at the same time,the future of the relationship is analyzed. The dynamic cause of the two parties'relationship includes demand of strategic interest,driving force of economy and consideration of safety,etc. The restrictive factors involve the weak economical relationship,influence from America side and geopolitics and the severe difference in the field of non-proliferation of nuclear. The analysis and summary in this part contribute to the prediction about the prospect of India-Russia strategic partnership.The fourth part is about the influence upon China caused by the India-Russia strategic partnership and the countermeasure by China。The smooth development of India-Russia relationship is destined to exert certain influence upon the security of China;On the one hand, India, Russia and China have some common interests, thus development of India-Russia relationship is propitious to a peaceful environment for our country,one the other side, the increasingly strengthened India-Russia strategic partnership will cause rather unfavorable situation towards China。The establishment of India-Russia relationship is not only to contend against America but also to distract and keep away China. Facing the checking side from India-Russia strategic partnership , China should beware of it。We should take the corresponding measures to offset and eliminate the negative side caused by India-Russia strategic partnership.The conclusion part is a summary about the whole paper. Since the beginning of the strategic cooperation between India and Russia, the relationship of the two countries is enhanced and strengthened generally.The developement of equal and cooperated strategic partnership between India and Russia accords with the essential interest of the two sides'people and the two countries, and it contributes to both the mutual assistance in the international world and the mutual benefit of the two countries in the bilateral relationship.
