Administrative supervision refers to that the government supervises and inspects comprehensively the illegal and in violation of administrative discipline behaviors of organizations and the exception of those logistics workers, the organizations authorized by state administrative organs, laws and regulations administer public affairs, and commissioned by state administrative organs in accordance with the law, by specialized agencies of the government-owned.The system of administrative supervision representative in the world today, and referential significance to China mainly include the Independent Commission Against Corruption (ICAC) system of the Hong Kong Special Administrative Region of China, the Swedish Parliamentary Ombudsman system and the U.S. Inspector General system. Hong Kong’s ICAC has formed a long-term mechanism of the anti-corruption, but the ICAC has also been closely supervised to ensure itself in the fight against corruption at the same time without abuse of power. The Swedish Parliamentary Ombudsman system is the world’s oldest parliamentary system of full-time supervision of the executive and the judiciary. Swedish gave investigative powers, the right of inspection, the right to make recommendations and the right to sue to Parliamentary Ombudsman by legal form. The U.S. Inspector General system has been created to deal with the situations that the government in the public domain to take on more functions, government spending continues to expand, but audits and investigations department is unable to cope with. The U.S. Inspector General’s functions including prevent waste, misappropriation and blackmail, survey unreasonable and illegal financial expenditure, investigate the Criminal Investigation Bureau to turn to corruption and bribery cases.After years of development and perfection. China’s administrative supervision has very fruitful results. But our current system of administrative supervision has many inadequate ways, some theoretical and practical issues need to be further studied and discussed. Combine the study of monitor theory with analysis of relevant national and regional monitoring system, there are still many inadequacies in China monitoring system:First, China’s laws and regulations of the administrative supervision is not perfect; Second, China’s administrative supervisory organs are lack of independence and authority; Third, the mandate of administrative supervision authority is relatively narrow; Fourth, the supervision of administrative supervisory organs is imperfect. In order to improve the legislation, ensure administration according to law, carry out the party and government separate, ensure independent monitoring and absorb other beneficial experience guiding ideology. On the basis of a combination of theory and practice. author reflections on the reconstruction of China’s administrative supervision system by following aspects:First, improve the legal system of administrative supervision; second, giving more independence and authority of the supervisory organs in China;Third, expand the mandate of the administrative supervision authority; Fourth, strengthen the supervision of the executive authorities. I hope these suggestions will be some modest contribution to promote and improve the reform of China’s administrative supervision.
