In our country, the party and government has always attached great importance to train and bring up successor problem as well as put this strategy as an extremely important agenda. As a result, our party and government have cultivated and brought up a group of outstanding young and middle-aged leading cadres. Especially after the period of the third plenary conference of eleventh session of our party, and with the retiring of the founding people and the founding cadres in revolutionary work, the temporary cadre team is in shortage. So cultivating the young cadres has become the urgent matter. In order to guarantee the cadre team, as well as guarantee the successive of our party’s path, strategy, policy, and the stability of the leading of our party, our party has formally made a decision that we have to build a reserve cadre system. The establishment of the system of reserve cadre guarantees the system of the training and selection of successors. This is a major decision of the party in successor cultivation, is a significant measure to ensure the party’s career from generation to generation, vibrant forward and got further development. Entering the twelfth "five years plan", we have been in a new round of economic growth cycle. In order to guarantee the stability and sustainable development of our economy, we have a higher requirement for the management to speed up the establishment of a new strategic materials reserve system and put forward a more suitable topic.This thesis has discussed the Anhui Reserve Materials Management Bureau’s constructing of training cadre based on the construction of training the cadre. And in order to put forward a constructive suggestion for the Bureau, the author has also analyzed the condition of the Bureau, analyzed their problems and put up some constructive feedbacks.Firstly, the author has introduced the meanings, background as well as the method of this research.Secondly, the author has made a summary of training the cadre, and introduced development history of the cadre.Thirdly, the author put great emphasis on the condition of Anhui Reserve Materials Management Bureau, including its development, responsibility, organization fragment and its human resources.Fourthly, the author has given the problems and condition of the Bureau based on the analysis of the third part.Lastly, the author has also put forward to the future development and its countermeasures to the training of the Bureau. The last part is a conclusion that the author has made summary and prospect for the cadre training of the Bureau.
