The Study On The Construction Of The Harmonious Government

Under the background of globalization, the government plays an important role on the way to build a harmonious society. As a main body of constructing a harmonious society, the government possesses a great public power and resources. It can guide the construction of harmonious society by exercising its power and making public policies. None of the organizations can take its place during the process of constructing a harmonious society. To some extent, the harmony between man and nature, the harmony between man and society mostly depend on a harmonious government. But now, after several rounds of government reform, the government itself still has some problems which need to be solved. Therefore, in order to effectively solve these problems existing in the construction of its own, achieve the harmonious operation and better serve the people and society, a harmonious government should be built. Based on this, some theories about how to build a harmonious government are proposed in this thesis.The thesis mainly analyses what is the targets of the harmonious government construction and how to build a harmonious government. First, based on the concept and characteristics of the harmonious government, the thesis points out the theoretical basis of the harmonious government construction originates from "harmonious administration" thought of Chinese traditional culture, Scientific Concept of Development and the theory of harmonious management. Then the thesis expounds the necessity of constructing a harmonious government. After that, the thesis deeply elaborates the targets of the harmonious government construction. Finally, the thesis analyses how to build a harmonious government under the guidance of its own targets. Specifically, they contain how to shape the harmonious management concepts, improve the government’s organizational structure, and strengthen the harmonious relationships between government officials and innovate the means of government management. Through these ways we can make the government have a reasonable system structure and operate coordinately. On this basis, the government can function effectively and better serve the people and society.
