Political parties are products of human beings in a certain stage. Once established, party will represent the interest of those who relate to in political activities. In a class society, political party is aiming at the power of the state. Therefore, party is an important subject in public decision-making. Public decision means that the public organizations in public affairs. Generally, public decision-making includes agenda establishment, formulation, implementation and assessment process. Political party in the public decision-making input their own interest, so affect the public decision-making. The western political parties have authority to make public decisions by the way of getting state power in turn through election campaign. Differently, China is implementing the political party system that is the multi-party cooperation and political consultation system. This system stipulates the CPC is the ruling party, and the democratic parties are participating parties. The democratic parties participate in the administration and discuss state affairs through the Chinese People’s Political Consultative Conference. There are similarities between China’s political consultation and western deliberative democracy., there are also differences between them. The main similarity is that citizens’equal dialogue is through the deliberative democracy way.. It expands citizens’political participation approach. But western deliberative democracy is the product of capitalist system, theorists hope deliberative democracy makes up for deficiencies of electoral democracy. China’s political consultation, after a long time of practice, is the embodiment of the socialist democracy, better able to absorb citizens opinions, formulate scientific and reasonable public policy, which has its own unique advantages. The democratic parties can play a role in the multi-party cooperation and political consultation system. Main functions as follows:promote public decision making process more scientific, implement democratic supervision,, maintain social stability, widen the channels of the interest expression.. The democratic parties established organizations in anhui province before the founding of new China. During the new period, under the protection of political party system, the democratic parties in anhui province actively participate in public decision-making. According to the national related system, Anhui province also creates the conditions for the democratic parties to participate in the public decision. The democratic parties participate in public decision-making have achieved good results. If we can take an objective view of democratic parties’achievements, we will accurately know the function of democratic parties. We can neither exaggerate the role of the democratic parties, also cannot ignore the value of the democratic parties. At the same time, the democratic parties are also facing with some practical problems, such as the lack of specific system for participating in public decisions, the lack of culture environment for the democratic parties to participate in the public decision-making, and so on.
