Rural village committee democratic election as a basic system of China’s rural organization management already was determined the law, however, due to China’s regional difference is bigger, cause our country rural democratic election of villagers committee construction is not balanced. This article is based on some phenomena in life to lead in this specific area, northern Anhui province, theory by using the principle of concrete analysis of concrete problems, using the method of questionnaire to survey the region visited, by means of questionnaires collected from the rural village in northern Anhui province will lack of democratic elections in the construction, main in the performance of the villages to participate in democratic elections of consciousness and behavior level contrast, villagers legal knowledge in five aspects, and from the three aspects of idea, system, the objective of economic and money worship and private selection causes people lack awareness of village democracy and the current villager autonomy law has defects that conduct comprehensive legal analysis,the deficiency of backward rural economic development, the villagers’ sense of ownership the law has defects is the main reason of the lack of.At the same time in the fieldwork of Wannan area, found the same province under the two areas in the rural village of many differences still exist in the construction of democratic election, by analyzing the cause of the difference between two area, in order to be used for reference to the construction of democratic elections in rural village in northern Anhui province.Finally, according to the northern region in the rural village insufficiency and the analysis in the construction of democratic election, northern Anhui province committee proposed some thoughts on construction of democratic election, involves four aspects of economy, system, culture and law, of which the most important is to put the market economy into the construction of reasonable rural democratic election, the enthusiasm and initiative excitation by market economy system itself has to improve the villagers. At the same time the democratic election of villagers committee construction is a long-term systematic project, the need of the development of coordination of economy, system, culture and law, and finally form a virtuous operating mechanism of democracy and economy, system, culture and law.
