Research On Basic Public Service Equalization Between Urban And Rural Areas Under Financial Constraints

With the increasingly intensifying of economic globalization, the communications and speed for kinds of cultures are enhanced. Consumption needs and levels have reached a climax, which leads governments to think about the demand of their citizens. In China, the different levels between the existing circumstance which refers to the smaller scale of the public service and relatively backward of supply, and various increase for all needs should be paid enough attention. For that reason, our government is requested to take people’s primary demand as its major obligation. Public finance, the base of public service is proposed with the background of increasing public service standard.At the same time, many defections in planned economy era gradually hinder the implementation of the public service. As a result, the general objective for constructing service type government, the alteration for the urban-rural dual structure coordinating the relationship between the central and local governments, and optimizing local government financial system are successively proposed.All these policies guide to improve current public service situation in the macroscopic level, however, the discussion for the detailed and specific issues in microcosmic field rare at home. The paper discusses the policies to basic public service equalization in the area lacking of public finance.This paper is divided in four parts as follows:Part I:Introduction; Based on domestic and overseas investigation in the concerned fields, and corresponding background of public service, a combination of practical parts is founded to propose the researching idea and methods.Part Ⅱ:Conception elaboration and Theoretical foundation of equalization in pushing basic public service: Firstly, several key conceptions are defined such as Public Service and Equalization; Secondly, demand source and subject responsibilities of public service are demarcated with the application of public demand theory, public expenditure theory and correlation theories of welfare economics; In the third, the influence of public finance to public service is analyzed, it’s the theoretical foundation in proceeding equalization of public service under limited conditions.Part III:Current situation analysis of basic public service equalization; As the emphasis of the paper, this section not only solve general problems of basic public service equalization in the macro view, but also concretely exemplify special situations of counties and cities under limited finance support in the micro. After practical investigation on foundational education, health care, social security and basic construction, a solution is set forth in counties and cities’ basic public service equalization.Part IV:Fiscal optimization suggestion of counties and cities: At the base of summaries in domestically general problems, some relevant countermeasure are proposed which aim at public service difficulties confronted by concrete counties and cities under limited finance support.The innovation of this paper is that the perspective of the difficulties encountered this problem based on the financial resources to be bound between urban and rural area in the provision of basic public services, Conducted in-depth investigation of Hubei Province, financial resources bound H City development status and financial health.
