Since reform and opening up,the development problem that is typically represented by the shortage of basic public goods is becoming increasingly prominent,the unbalanced basic public services in urban and rural areas are increasingly evident,and the gap of basic public services in urban and rural is increasingly significant.The unbalanced service provision has become the main reason and obstacles for the the formation and resolution of major conflicts in the new era.Equalization of basic public services in urban and rural areas has become a new problem which the Communist Party and Government leadership will face in future.Therefore,the study on the path choice of the equalization of basic public services in urban and rural areas in Wuhan based on public finance investment is of great practical significance at the present stage.On the existing literatures,most of the macro-level literatures master the causes and countermeasures of the equalization of basic public services which belong to the grand narrative category.On one hand,the normative study is much,but the empirical research is few,and it's lack of specific cases and data support.On the other hand,government study based on government is more,while researches on the perspective of public demand are less.Therefore,the existing literature is lack of a comprehensive study of case study and public finance perspective.This study combines economic theory such as public finance,public good,welfare economics,by means of mathematical statistics,questionnaires,model construction,and other methods.Through the establishment of the basic public service assessment index system,the relationship between transfer payments and equalization of public services,and the input--output efficiency between fiscal investment preference and residents'satisfaction,reflects on the structural fiscal deficit of the equalization of basic public services between urban and rural areas in Wuhan in order to find a breakthrough to provide reference.Empirical results show that the two major problems still exist in the process of equalization of basic public services in urban and rural areas of Wuhan:The transfer payment structure is irrational;the financial investment preference does not match the residents' satisfaction.The reason,urban and rural dual finance system leading to fiscal resource inclination disposition,top-down fiscal decision ignoring a bottom-up people demand,fiscal transferring payment structure unreasonable,intergovernmental routine power and financial power asymmetry are public financial reasons of urban and rural basic public services non equalization in Wuhan.Based on the analysis and the cause of the dilemma in the anatomy,this study makes full use of the foreign experience,provincial experience,latest related policies and combines with the inherent difficulties of the Wuhan City public finance expenditure,to further promote the equalization of basic public services in urban and rural Wuhan path selection including following six points:firstly,gradually establishing urban and rural unified of basic public service financial system;secondly,optimizing the fiscal expenditure structure between urban and rural areas based on the farmer's demand preference;thirdly,optimizing the structure of financial transfer payment,and constantly improving the proportion of general transfer payments;fourthly,rationalizing intergovernmental fiscal relations and establishing financial system of powers and expenditure responsibilities;fifth,innovating the mode of supply,easing the financial pressure;finally,making use of "Internet +" trends to meet the needs of diverse services.
