Research On Rural Prevention Of Corruption Risk Management Mechanism Of Changchun City

With the developing of building a new socialist countryside, it became anobjective need to establish the Independent risk control mechanisms which canpromote the reform and development, consolidate the party’s governing foundationand promote the construction of anti-corruption in countryside. In recent years，although the rural clean government building has made great achievements in thework. We should also see the problems to face. The construction of honestgovernment in countryside of Changchun has a few problems in education, institutionbuilding and supervision of the affairs of the village which is incompatible with thenew rural construction and development. The core of this study is the strategic choiceof clean government building of rural primary in Changchun city in this context——Establish the Independent risk control mechanisms.Based on the fully investigation on the recent situation of clean governmentbuilding of rural primary in Changchun city, combines the party’s anti-corruptionpolicies with the situation of the new rural construction and learns the successfulexperience of the Independent Commission against risk management fromChongwen district in Beijing. It draws some of the modern management conceptsand scientific methods into Anti-corruption practices, such as “Risk managementtheory” and “Quality management methods”. Combined with the practical work ofthe Changchun countryside, it brings up the “Localization” policies and measures todiscuss how we can strengthen the honest government which is based on riskprevention mechanism. Clarify the countermeasures issue of rural integrity，from theaspect of strengthening village cadres on the ideological and political education,increasing the village cadres’ awareness of being clean and honest, establishing and improving a full range of anti-corrupt institutional system and monitoringmechanism and increasing efforts to crack down on corruption.The stay point of this study is by putting Kalun town as a pilot to carry out thepractice use of the Independent risk control management mechanisms, analyze thesignificance of Independent risk control management mechanisms in Changchuncountryside. This paper argues that, the clean government construction in ruralprimary organization is a social and systematic project, our government couldconstruct a punishment and prevention system which adapt to economic and socialdevelopment, accord with local practice in rural primary organization, furtherpromot local economic development and social stability, provide strongly guaranteefor constructing new socialist countryside.
