The Improve Of Government Emergency Management Mechanism In Baishan City

Emergency Management is the maximum extent to ensure public safety andsocial public order, public organizations, facing emergencies or potential eventand its related aspects of prevention, disposal and management; it is importantresponsibilities of government departments. In case of emergency frequent, thecredibility of the government is subject to certain weakened to strengthen thework of emergency management, improve emergency management mechanism,has a very important significance for the Chinese government and the Chinesesociety. In this context, this paper have study the situation, problems andimprovement strategies of emergency management in Baishan City usingliterature method and field observations. Firstly, this paper combed emergenciesand emergency management concepts, theories, and literature, to establish a basicframework of theoretical analyzed and research ideas. Second, the paper analyzedthe tasks and practices of Baishan City emergency management，including naturaldisasters, social events, events of public health, safety production event as itsmain task facing the unexpected accident, and analysis of these taskscomprehensive and cross-cutting. Thirdly, on this basis, the paper further analyzedthe status of the city’s emergency management preparedness and early warningsystem, system of organization, legal system construction, the indemnification ofinformation and the citizen participation.Finally, on the basis of the aboveresearch, the article analyzed from four aspects of emergency managementVigilance, institution-building, operation mechanism, security system and otheremergency management to improve and perfect the possibility. This articleattempts to point out: in emergency management, the only organized social resources and social forces unite, and constantly improve the Vigilance agencysystem, operation mechanism and security system, so that the people responsible,open to the people, people help in order to ultimately obtain victory to respond toemergencies.
