Along with the development of economic globalization, the world’s market-oriented,many countries social security system has taken a series of policy changes andinstitutional innovations. Our country is in a period of economic restructuring, socialsecurity subsystem-the construction and reform of social assistance are faced withthe predicament is also facing challenges. In modern society, people generally believethat: social assistance is the Government responsible for the nationals to provide thepublic goods of social assistance responsibilities of State or Government. However,due to modern society, the existence of various uncertainties, both the State and theGovernment can not do provide a full range of social support and protection, whichrequires non-profit organizations outside the government to provide support forces.Non-profit organizations began to highlight the position as one of the main socialassistance, which is compatible with the trend of the modern social security systemreform. In recent years, non-profit organizations because of their service quality,flexible, and close to the grassroots in the community had a tremendous impact. Butthe non-profit organizations in the process of participation in social assistance, therehave been many problems, lack of transparency of the use of funds, the gradualdecline in the credibility of the non-profit organizations, and even the name of thename of charity wantonly looting the corruption of money, so that the relief funds failto work some effect, does not maximize the rescue role of the non-profit organization.This article is by our non-profit organizations to participate in the status quo ofsocial assistance, combined with a similar career as well as other countries in theinternational draw, and actively explore the emerging non-governmental forces inChina-----non-profit organizations to participate in the process of socialassistance,explore the non-profit organizations to participate in the Social Relief ofeffective countermeasures.
