Social assistance is the last defense line in the modern social security system,which has played an extremely vital role.Social assistance,as a benefit of the national security system,the government has natural irreplaceable responsibility for it.Nowadays our national social security main body structure is too single,the government department undertake the vast majority of rescue responsibility,enterprise and social organizations are in a serious shortage to participate in social assistance,combined with the government show the puff in providing social assistance,lead to social assistant has a huge gap,which is very serious in China.Therefore it must mobilize social force's enthusiasm to join social assistance,give full play to its advantages,walk the government-led status,the social force as the supplementary function diversified main body participation in the way of social assistant.Xuzhou as a second-tier cities,has a larger population base on social assistant work,also presents the diversification for social assistance funds,relevant policies and regulations is relatively perfect,the relief work can also go smoothly.But there's still exist some problems: limited relief strength,the public participation is not strong,the multivariate main body participation imbalance,lack of effective supervision evaluation mechanism.The causes of these problems include the imperfection of social forces development,relevant legal policy lag behind,lack of incentive mechanism and so on.Through the welfare pluralism theory involved in analysis,as well as other outstanding case of reference,in terms of solving the problem of social forces to participate in social assistance,should improve the construction of the social power,perfect the relevant laws of social forces to participate in social assistance,establish and improve management and operation mechanism of social assistance.Based on this it will improve the overall level of social assistance,ensure effectiveness and sustainability of social forces to participate in social assistance.
