The Research On Charity Organizations To Participate In Social Assistance In Changsha

Social assistance is an important component of China's social security system.It is also a vital force to promote the harmonious development of society.In the entire social assistance system,charity organizations play an increasingly significant role in the field of social assistance.The research of theories and practices of charity organizations to participate in social assistance is not only has significance to further promote the development of charity organization,but also a new social assistance innovation project.Therefore,it is great significance to fully excavate the development in charity organizations,also explore how charity organizations participate in social assistance more actively and effectively.As charity organizations participating in social assistance,thi s will perfect social assistance system in our country,improve the level and efficiency of social assistance operations,guarantee the fundamental equity of the disadvantaged groups,and benefit the establishing of a harmonious society.This article do analysis of the research on charity organizations to participate in social assistance problems in Changsha,by using the methods of research in literature analysis,survey research,comparative analysis,consulting to theories such as Public Governance Theory,Third-Party Management Theory,Market Failure Theory and Government Failure Theory,Welfare Pluralism theory.As Changsha Charity(Changsha Charity Foundation)for an example,to illustrate the type and implementation on the research of charity organizations to participate in social assistance in Changsha.Drawing on the management experiences from the domestic first-class developed city's charity organizations to participate in social assistance,combined with the Changsha local situation,it will put forward some suggestions and Countermeasures for the further development of charit y organizations to participate in social assistance.This paper is divided into five chapters und er the main body's framework.The first chapter briefly introduces the topic 's background and significance,the domestic and foreign scholars' point views and theories on charity organizations participate in social assistance,the research content and methods,difficulties and innovations.The second chapter defines the related concepts and characteristics of charity organization,social assistance.Using basic theory as construct a theoretical analysis platform to discuss charity organizations to participate in social assistance.The third chapter conducts a study on charity organizations in Changsha.It analyse the Changsha charity organizations to participate in social assistance 's project classification,implementation and the status quo,at the same time,as Changsha Charity Association(Changsha Charity Foundation)‘s implementation of participation in social assistance for an example to illustrate the implementation of charity organizations to participate in social assistance in Changsha.Then it proposes the external and internal problems of charity organizations to participate in social assistance in Changsha.The fourth chapter draws lessons from Hongkong,Beijing and Shanghai charit y organizations to participate in social assistance.Combining with Changsha situation,it put forward some suggestions and countermeasures for the further development of charit y organizations to participate in social assistance.In the fifth chapter,the author puts forward two constructive suggestions to improve the partic ipation of charity organizations in social assistance in Changsha.Firstly,it will strengthen the laws and regulations,implementing regulations,improve the charit y organization development training mechanism,strengthen propaganda to cultivate social ch arity atmosphere.Secondly,it will establish innovation concept in charity organization;broaden the charity funding sources,improve the charity fund-raising ability;train professional personnel,establish charity team;improve the credibility of constr uction,strengthen the organization operation transparency.
