China's earthquake disasters are frequent,and it is very important that relief supplies arrive in the disaster area in time after the earthquake.However,“people take food as the heavens”,can quickly and accurately dispatch a sufficient number of emergency foods to earthquake disaster locations for the entire earthquake relief effort.The activity is very important.However,the influx of part of the information network,government relief,and social relief groups after the earthquake disaster into the earthquake-stricken areas and the victims caused high uncertainty in the demand for relief supplies after the earthquake.When the demand for food and supplies in the affected areas cannot be met,the affected areas are likely to experience “secondary disasters” again,that is,social turmoil caused by the earthquake victims being unable to obtain emergency foods in a timely manner.Firstly,based on reality,this paper bases on emergency management theory,supply path theory,uncertainty theory and robust optimization theory,and uses literature research,regression analysis and prediction,operational research optimization,and robust optimization to forecast food demand after disasters.In the two aspects of the food scheduling process,the current situation analysis of the post-quake food emergency dispatch problem was conducted.The analysis results show that the demand for food and materials is characterized by abruptness,inaccuracy,weak economy,unconventionality,and time urgency.To ensure the supply of food materials after the earthquake,it is necessary to apply multiple linear regression methods to the food needs in the disaster area.Forecasting;In addition,on the basis of analysis of the post-quake food emergency dispatch process,the food emergency dispatch process model was determined,which provided the basis and direction for the establishment of the post-earthquake food and material emergency dispatch model.Secondly,in response to the current situation of emergency dispatch of food materials after an earthquake disaster,taking into account the urgency of food emergency supplies,the economics of rescue supplies,and the uncertainty of food demand in disaster-affected areas,using scheduling modeling methods,the total transport time and cost The total cost and the minimum of the rescue vehicle are the goals.The relationship among the component variables is taken as the constraint condition.The multi-objective food scheduling model under the deterministic demand and the multi-objective interval model of the food scheduling under uncertain demand are established respectively,and their robust optimization is established.The model is solved using lingo11,finds the best distribution route for the transportation of goods and the best food delivery volume,and then ensures the effective promotion of earthquake disaster rescue activities,and sends the appropriate amount of food materials to the earthquake disaster site at the right time.Finally,an empirical study based on the Wenchuan earthquake was conducted to determine the food demand model and demand uncertainty.The study found that the multi-objective range robust model of food material supply is more consistent with the actual disaster supply problem than the deterministic demand model.The selection of an appropriate robustness factor based on the disaster situation can ensure that the food materials in the disaster area can be effectively supplied and avoided.The problem of waste caused by the oversupply of food materials.The greater the value of the robustness coefficient of food and material demand,the longer the distribution takes time,the more the distribution costs,and the higher the satisfaction of food materials,which is more suitable for the actual emergency food supply situation after the disaster.In order to reduce the impact of earthquake disasters on our country,we put forward policy suggestions for enhancing the emergency dispatching efficiency of food materials after the earthquake from two aspects: enhancing the awareness of pre-earthquake food material reserves and management and enhancing the construction of emergency materials information platform.
