Nowadays, our country has been being the period of the deepening of reform and opening up, the development of the socialist market economy and the promotion of "agriculture, countryside and farmers" in the construction of our new countryside, therefore it becomes particularly important for us to solve the problems of "the farmer, farming and countryside" and develop the rural market economy, to provide the rural talent for the new countryside construction, to improve the citizen accomplishment and practice ability. To solve the above problems, the author holds the point that it is critical to vigorously develop the rural citizen education and pay much attention to the new rural constructional requirements and targets. So what the basic citizen consciousness and practical abilities, which is to realize the general request that it is " the plenty developing, living, countryside civilization, village hold the democracy clean and tidy, managing", consist of economic consciousness and the abilities to participate in the market, social ethic consciousness and moral practices, the consciousness of environmental protection and the acts of environmental protection, the democratic consciousness and the abilities of democratic practice and the legal consciousness and the abilities of using law. Therefore, rural citizenship education has been playing an important role in the construction of socialist new countryside. It is how to effectively develop new countryside citizenship education, which is in order to boost the transformation of farmers to modern citizens that becomes one of the important issues about rural citizenship education and the construction of socialist new countryside. In order to improve the effectiveness of the rural citizenship education, the author combines the development of recent rural citizenship education with the related knowledge of management, and puts forward the proposition of the organization of the rural citizenship education in the construction of socialist new countryside. The author thinks that the systematization of rural citizenship education should be oriented by the governments, centered by the farmers, carried by the organizations, and besides, more attention should be paid to optimize citizen education modes. Compared with the previous systematization of farmers, educational systematization mentioned in this paper has rich connotations, which are highlighting the dominant status, emphasizing the practicality, reflecting the systematization and also stressing the importance of education which is the main characteristic of the systematization of citizenship education. Rural citizenship education systematization, as a kind of organizational innovation that puts the citizen education into a way of the construction of the farmer systematization, not only has an important significance to the development of the systematization of rural citizenship education, but also can enhance the purposes of the rural citizenship education and improve the effectiveness of citizenship education.The author starts with the point of how to effectively develop rural citizenship education, and uses the method of "propose, analyze and solve problems" in the article. The author has a more in-depth thinking in the systematization of rural citizenship education, aiming to offer more advice and suggestions about the rural citizenship education in the construction of the new countryside.Chapter one is the introduction. In this chapter, the author introduces the backgrounds and the significance, picks out the related research achievements, summarizes the research methods and innovations of the paper, and then in the end, clears up some points that are needed to be explained, so by doing this, it can be convenient for readers to understand the paper.In chapter two, the author puts forward the issue of the rural citizenship education systematization from the point of the theory, that is to say, there are three contents in this chapter to raise the concept of the systematization of the rural citizenship education gradually. It can provide the theoretical and logical bases for the study of the rural citizenship education systematization. In the first quarter, the author summarizes respectively the connotation of the citizenship education and the citizenship education in the construction of the new rural country (i.e. rural citizenship education), and analyses the difficulties of the rural citizenship education. In the second quarter, the author introduces the concept of the systematization of the rural citizenship education and expounds its connotation and features. In the third quarter, the author puts forward the related theoretical bases of the management about the rural citizenship education systematization, in order to serially explain the theoretical bases of the rural citizenship education systematization.In the chapter three, in terms of the history, it demonstrates the effects of the modern rural citizenship education organization. It includes the rural citizenship organizations that are created by the typical intellectuals in the recent period and their related work. Besides, the successful experience of their work can help the author raise the historical proofs about the rural citizenship education systematization.In the chapter four, from the realistic point of view, it demonstrates the effects of the rural citizenship education in the new rural construction. In this part, it briefly summarizes that it is the inevitable choice to develop the rural citizenship education in the construction of the new country. And we can learn that citizenship education systematization can both provide the organizational safeguard for the rural citizenship education and supply dynamic support in the construction of the new country. In the meantime, it also plays a transitional role for the illustration in the next part.In the chapter five, started with the situation, it analyses the achievements and the shortcomings of the rural citizenship education in the new rural construction, and it also can sow the seed to how to have a better development in the organization of rural citizenship education.In the chapter six, it is about the advice of the effectively promote the rural citizenship education in the new rural construction. It is specifically concluding:to found the citizen education economic foundation and strengthen citizen education; to develop various organizations and improve the degree of the systematization; to have a better government-oriented work and solve the difficulties of the citizenship education systematization; to norm the organizational education system and guarantee the citizenship education.
