Community Policing Transition Problems And Countermeasures

After30years’s reforming and opening up, our economic has gained great development and people’s living standards have improved vastly at the same time. Besides, our society has entered in the specify period of economic transformation, social transition and changment, and in social stability field, that people’s internal contradictions are obvious, criminal crimes happens frequently, fighting against enemies are more complexer are the basic situations. So relevance, complexity and sensitivity of various social conflicts enhance obviously, all kinds of illegal crime and social security problems increase and people’s legal awareness and right consciousness have strengthened obviously, besides, supervision by public opinion and social supervision have unprecedented increased.New situations and the new changements bring new challenges to the public security organ, give a new topic to the social management work and give the law enforcement work with the new requirements, Based on the summary of the sino-foreign policing experiences,the Party Committee of Ministry of Public Security have carried out the community policing work in the national public security organs. The police in community around the country, relying on the community,have actively carried out household survey, population management, information collection and organization the community to wok together, thus the police in community can perform their duties better, so they have found large illegal crime clues, captured a large number of illegal crime suspectes,which has played an important role in building a security guard network, improving social security prevention and control ability and maintaining social security. But at the same time, there are also some questions,such as many of the community policing work has not been fully, powerfully implemented, social effect of the community policing is not ideal, the organization construction, management system, police configuration, operation measures of the community policing have not been accommodated to the practical tasks and social security situation, and the relationship between the police and the people has not been effectively improved, the conflict incidents are taken place frequently, etc. This article adopts methods of literature study and comprehensive analysis, based on the basic theory of community and community policingon,reviews the effects of community policing work since achievement, points out the current confusion community policing facing and the new topic of community policing work brought by social transformation. Facing the new situations and new tasks, combining governance theory, this article analyses the difficulties in current community policing work,and through drawwing lessons from the inter-external experiences of community police’s conduct, puts forward the ideas about improvement and development of community policing work, and give some suggestions on the innovating cooperation pattern, cultivating community policing sence, perfecting the community policing running mechanism, improving police public relations, and improving the police quality, etc.
