Research On The New Mode Of Community Policing Under The Background Of Policing Reform

The Third Plenary Session of the 18 th Central Committee of the Chinese Communist Party outlines the concept of “reform in all respects”,which is a breakthrough for China's reform upgrading.The three focuses for comprehensively deepening policing reform are improving the modern policing operating mechanism,enhancing the capabilities for public security control and management,and strengthening people's sense of security.China's public security organs run as the main departments for maintaining the national political stability,keeping the public security,promoting the sound economic development,and serving the people and public goods.According to the Suggestions on the Implementation of Deepening the Construction of Safe Communities and Promoting the Reform on Community Policing proposed by the Ministry of Public Security,the public security organs in China are stepping efforts to designedly promote the community policing reform and innovation and proactively deepen the construction of safe communities.Innovating the community policing and establishing the normal and long-lasting mode for community policing that fits with the new circumstance of the economic and social development,which are the requirements for deepening and innovating social management,establishing a harmonious relationship between police and citizens,and enhancing the credibility of public security organs' law enforcement.Based on the related research of community policing,the paper analyzes the status and problems of the three community policing organs in Tianjin Binhai New Area(TBNA),an innovative comprehensive pilot zone for national social management.The paper also draws the successful experience of community policing both at home and abroad,and proposes a gridding policing mode so as to improve the working level under the gridding,dynamic and informationized background.On the basis of perfecting the working mode,the paper attempts to explore a basic-level,socialized,informationized and professionalized mode for community policing in order to enhance people's sense of security and satisfaction as well as the credibility of public security organs' law enforcement.
