Objective To Study The E-government Performance Evaluation

In e-government performance management evaluation research has become the hotspot of the public management theory. E-government is a new public management tool, the research has been made on initial stress management techniques of maneuverability, how to adapt to the reality of social governance mode requirements. In the field of public management, performance evaluation is designed by means of performance assessment, the realization of public activities effectively, in order to adapt to the social development and social governance need. For different mode of social governance, performance evaluation and the selection of the focus is not the same, some focus on the economic perspective, some focus on the political perspective or ethical perspective. On the purpose of performance evaluation emphases selection in epistemology and methodology, there have always been different perspectives, to study, could theoretically be more comprehensive understanding of public management in the field of performance appraisal objective connotation; in practice also can more objectively reflect the true state of the evaluated object. Based on the above two points out, to the public management ethics perspective on E-government Performance Evaluation Research on the purpose, attempts to reveal the reality of public management ethics in public management activities and the effects of electronic government affairs in public management activities is unique.The paper will use the public administration, ethics, economics, system science theory and method to written, from the perspective of ethics in public management, performance evaluation of e-government activity was conducted with the aim of normative research.The whole thesis consists of five chapters:The first chapter:introduce the research background, purpose and significance, the thesis use the method are explained.The second chapter:from the perspective of economic performance evaluation of E-government in theory and practice problems are described, and the analysis of its causes, revealing the economy from the perspective of performance evaluation of e-government objective can’t meet the practical requirements.The third chapter:according to the second part of the purpose of performance evaluation in economic perspective can not adapt to the requirement of the analysis results, combined with China s construction of service oriented government demand, put forward in the performance evaluation of e-government to introduce the necessity of public management ethics.
