Policemen’s mission is to safeguard national security, maintain social publicsecurity order, protect citizens’ personal safety, freedom and legal property, protectpublic property, prevent, stop and punish illegal criminal activities. Evaluation systemof performance, which is fair, legal and scientific, can ensure policemen seriously carryout their own responsibilities and effectively stimulate their attitude to work, and thenpromote public security organs effectively perform their own important responsibilities.But, there are some problems on current policemen’s performance evaluation, such asthe set on performance indicator’s unscientific, the standard and method of evaluationunscientific, which seriously restrict policemen’s daily work. So, to establish a set ofeffective evaluation system of performance is a problem that needed to be solved forpublic security organs. Firstly, this paper analyzes the purpose and meaning of theresearch, the current research situation and development trend of domestic and overseasas well as relative theory of the evaluation system of performance and then analyzes themain problems in the evaluation system of performance of the Qiqihaer municipalpublic security bureau. The problems include the performance indicator’s unscientific,mishandled during the process of evaluation. Then this paper focuses on the research ofthe establishment process of the evaluation system of performance of the Qiqihaermunicipal public security bureau, confirm the performance evaluation’s dimensionality,evaluation’s indicator and how to regularly make use of the results of the performanceevaluation.
