The early 1980s, a massive wave of administrative reform in the world set off. In the West, the administrative reform movement was seen as a "Reinventing government","Recycling the public sector",the "New public management movement" .As a new public sector management methods and practice of orientation, the new public management better adapted to the era of globalization and knowledge-based economy the government management and reform of the request, to a certain extent reflects on the development of Public administration and trends in Public administration in the West have had a profound impact on the positive role of China's administrative reforms in the direction of guiding significance. The mid-1980s, western countries to cope with international competition conditions, solve the budget deficit and public confidence, the universal application of a public responsibility and customer service staff for the concept of government performance assessment, and this initiative as a government .The starting point for reform. Government performance evaluation is a results-based control, is a customer-oriented services and management mechanisms.
