The Tentative Exploration Of Public Ethics At Present Age In China

This article studies the special moral phenomenon in the field of public government. First, this article discusses the necessity of this theoretical exploration. The public ethics is an inevitable result that management science and ethics have developed to a given stage. And it is also an inevitable result that material civilization, spirit civilization, political civilization have developed to a given stage. Then, this article establishes the public ethic system that consists of target of public ethic value, basis of public ethic value, public ethic principle, public ethic norm and public ethic mechanism. The basis of public ethic value is public benefit. The target of public ethic value is development of man and the society. Public ethic principle is serving the people wholeheartedly. The main public ethic norms consist of fair, honest, diligent and tolerant. The public ethic mechanism is public ethic obligation and public ethic conscience. Lastly, the article puts forward two theoretical direction of study about how to construct public ethics at present age in China. One is public ethic construction in governmental institution and the other is public ethic development of public governor. The purpose of this tentative theoretical exploration in the field of public ethics is presenting the ethic and value meaning of public government, stipulating the activity of public governor and achieving the public benefit and the just of public enterprises. And the most important purpose is to achieve the ultimate value of public ethics by promoting the development of the man and the society.
