A Research Of "Information Silo" Phenomenon In China’s E-government And Countermeasures

It has been nearly20years since E-government established in China. A newborn baby can grow into a strong youth in these two decades, but also been disturbed by the "growing pains". Similarly, the development of E-government in China has made certain achievements, such as the project of "TOFGE"(Two networks, One gateway, Four basic databases&project of Golden Eighteen) has basically completed main structure; Nearly every department, from the top to the bottom, has built its own website, many government departments have established MISes; Some of the administrative approval affairs can be dealt with online operations, etc. However, because China’s government structure, standardization construction and government workers, aren’t adapt the development needs of E-government, leading to the lack of interactions and collaborative works practically, known as "Information Silo". According to the governance theory and the NPM theory, the structure of government department, governmental functions and administration manners need reform, this is the same starting point of E-government. However the existence of "Information Silo", which isolates the government, people, society and enterprises with each other, departs from the E-government’s original intention, also hindered the development of electronic government affairs.Firstly, the author studies the problem of "Information Silo" in this paper. Then looks below the surface of "Information Silo", bases on governance theory, NPM and ICT(Information Communication Technology) and multiple perspectives on the nature of elaborate, draw the conclusion that the existence of "Information Silo" caused both by non-technical an technical factors. Then bases on these factors, obtained the facing obstacles of solving the "Information Silo" problem.To obtain these obstacles, we must integrate the E-government’s resources. A specialized, powerful e-government coordination institution must be established, then built a standardization system; for the conflict of interest that caused problem of "Information Silo", proposed the establishment of a compensation mechanism, balance the interests of all parties; finally reference the "cloud computing" concept in the hardware environment construction,take advantages of the optimization and integration to the heterogeneous system, establish a "cloud government" platform model.
