The Main Problems, Source And Developing Countermeasures In Our Chairty Organizaiton

Since entering the21st century, with the rapid development of socio-economic and theimprovement of people’s material and cultural living standard in China, China’s gap betweenrich and poor is constantly expanding; and china is suffering increasingly acute socialcontradictions. As the subject of activities such as easing social conflicts and promoting thedevelopment of charity, charitable organizations play an active role in the process ofpromoting the stability of the socio-economic development and carrying forward the nationalspirit of solidarity. Charitable organizations’ healthy development is an important innerstrength of constructing a harmonious socialist society. Since the CPC`s Fourth PlenarySession of The Sixteenth Central Committee clearly writes the word "charity" into the party’simportant documents, CPC Central Committee and the State Council have increasinglyattached great importance to the development of charitable organizations. At present, there aremany good opportunities in the development of charitable organizations in China, but thereare also a number of obstacles, mainly for: incompetent of the legal system, outdatedregulatory system, single development pattern, insufficient development and low socialcredibility, etc. Also, China’s charitable organizations meet the issue of congenitalunderdevelopment, which seriously hampers them to normally play their active role.This paper deeply analyzes the current charitable organizations’ problems and shortcomingsin China through discussing the connotation and development status of China’s charitableorganizations. And this paper also suggests to build a "science, health, sustainable" charitableorganizations’ new development mode by comparing with and borrowing ideas from foreigncharitable organizations (in the United States, the United Kingdom, Japan and Germany); andby utilizing the method of historical analysis, case studies and comparative analysis of law.This paper suggests that charitable organizations’ development in China should put forwardgood charitable organizations’ registration legislation, improving the mechanism of charitableorganizations’ regulation, establishing diversified financing channels, and increasing theintensity of Government support through four aspects: the perfection of charity organization’slegal system, monitoring system, development patterns and organizational credibility.This paper is divided into four chapters. The first chapter is an introduction, which isoutlined the background, research perspective and overall outlook. The introduction presentsthe research background and literature review, which gives a sketch of charitableorganizations’ research status both in China and outside China; the chapter also describes theresearch methods in this paper and elaborate the innovation points of this article. The secondchapter is about charitable organizations’ present situation and problems in China, which canbe divided into two sections. The first section introduces the present situation of China’scharitable organizations while the second section describes the problems that China’scharitable organizations are facing. The third Chapter is about the experience and reference ofcharitable organizations in foreign countries. It has4sections. The first section talks about thepresent situation and experience of the United States’ charitable organizations. The second section describes the present situation and experience of the United Kingdom’s charitableorganizations. The third section describes the present situation and experience of Japan’scharitable organizations while the fourth section discusses Germany’s. Chapter four: thecountermeasures and suggestions of completing China’s charitable organizations. It has4sections. The first section analyzes the countermeasures of charitable organizations’ legalsystem in China. The second section discusses the countermeasures of China’s charitableorganizations on supervising aspect. The third section investigates the countermeasures ofcompleting charitable organizations’ development mode in China. And the fourth sectionsuggests the countermeasures of completing charitable organizations’ credibility in China.
