The Research On The Emergency Response System For Public Emergencies

With the continuous development of our society, the frequency and impact range of society important sporadic events is increasing. Those emergencies like the Great Smog Incident of1952in London, the SARS incident in2013, China’s Wenchuan Earthquake haven’t only caused tremendous losses in the lives and properties of the people, but also greatly influence the social stability and our comprehensive national strength. The report of the eighteenth National Congress states explicitly that we should quicken a social management mechanism that resolves public complaints at the source, exercises dynamic administration, and responds to emergencies. With the problems and deficiencies existing in emergency management of China, concerning and learning some foreign successful experiences, researching the mechanism for responding to public emergencies, establishing a set of scientific and excellent emergency mechanism that conforming to the actual conditions of our country to improve the ability of government and the whole society to cope with the emergencies, which is also of great significance to build a harmonious societyThe article firstly makes a general overview to the research background, the purpose and the present research situation of both at home and abroad. Then expounding the basic conception, classification and characteristic of public emergencies, defining the concept of public emergency and the government emergency management mechanism, so as to explain the connotation and framework of the emergency management mechanism and provide a scientific reference for further study and research. Then, with the analysis of the experience and the weakness reflected in the example of6.6-magnitude earthquake happened in Min and Zhang County in Dingxi City, the paper points out the existing problems in government emergency preplan, emergency rescue ability, emergency response mechanism and emergency education for students. The paper finally puts forward some suggestions regarding the existing problems in the development of emergency management, like strengthening the crisis awareness, improving the command system and emergency rescue preparedness system, promoting the level of IT application of local government,establishing mechanism of emergency support and enhancing the awareness of the law building.
