Research On The Real-name Petition And Reporting System

With the in-depth development of China’s economy and society, multiple stakeholders,expression of interests and conflicts emerging aggregation occurs, a large number of socialconflicts and disputes through the form of a petition and Report. Petition and reporting systemresearch system is huge. The focus of this article is not to choose between the existence of thepetition and reporting system and abolished theory too much discussion, but from a practicalpoint of view, analyzing the existing problems in the Petition and Report work and analyze thereasons for this issue, countermeasures. The focus of this study is that-----real-name petitionand Report phenomenon System.In this paper, analysis of the real-name reporting system present situation, points out thatthe real-name reporting rate is not high, the anonymous report high rates of phenomenon,cause, advantages and disadvantages, and then from the view of public administration thereal-name reporting system to conduct a comprehensive analysis, and puts forward how tooptimize the real-name reporting environment, guarantee the impeachment power correctlyexercise means and method. This thesis consists of five chapters:The first chapter is the introduction. It mainly introduces the research background, mainlyreporting system origin and characteristics, and then puts forward the need to study the mainproblems, and analysis of advocating the real-name reporting system the necessity and thesignificance of the study, and the related literatures both at home and abroad were reviewed,and the first step research perspective and theoretical basis.The second chapter is the current name and anonymous reporting status and problemanalysis. Through the analysis of the existing reporting system and architecture and systembasis, analysis of public policy in the perspective of real name anonymous reporting problemsThe third chapter is to restrict the real-name reporting reason analysis. One is from theaspect of system, the public policy deficiencies; two from the administrative cultureperspective, draw on the advantages and avoid disadvantages is it’s only human; three fromreporting workers themselves work problems that restrict, confidential work and informationcommunication is not doing enough is the main restricting factors.The fourth chapter is the domestic and foreign relevant system for we optimize thereal-name reporting system draw lessons from a meaning.The fifth chapter put forward to optimize the real-name reporting environment, promotereal-name reporting countermeasures. Analysis of the existing system environment, how to advocate real name Report safeguard petition and whistleblower rights exercised some specificpractices.
