The Study Of The Influencing Factors Of The Village Committee’s Personnel Structure

After the law of the People’s Republic Organization Law of Villagers Committee formally put into effect in the year of1998, the election of the village committee had become the most popular way of grassroots political participation in Chinese rural area. Since the implementation of the villagers’ autonomy had lasted decades of years, the village committee election had made significant progress. And it also made great contribution to our country democracy. With the continuous development of the electoral system, as well as the economic and social practice, the villagers’ autonomy may show different kinds of questions, the emergence of these problems made people pay attention to the effectiveness of the grass-roots election. This paper is going to study the village committee personnel structure which was based on the current situation and influencing factors of the personnel structure with Dynamic Administrative Management Theory and Administrative Organization Theory, and will discuss the effect of the election and the economic factors’impact for the democracy at the grassroots level.In this paper, the data was named "The investigation of Chinese rural villages’autonomy condition " which was collected by the Ministry of Civil Affairs. Considering the village committee members’size, age, education level, gender and party as the dependent variable, we analyze the influencing factors of the Village Committee’s personnel structure from the prospect of the population of the village geographical characteristics, economic development level and the village committee election mode.The study is based on the data collected by the Ministry of Civil Affairs named "The investigation of Chinese rural villages’ autonomy condition " in order to probe into the influencing factors of the personnel structure of the village committee. The conclusion of this study contains:The bigger the village population scale,the longer the education level per person, the higher the pure income per person, the worker of the Village Committees will be younger, more highly educated and show the diversity gender tendency.(2) the higher the pure income per person, the more direct the election mode of preliminary candidate, the Village Committees’ personnel structure will be more openness and diversity (3) The village committee’s primary elections mode can help reduce the village committee scale, improve the possibility of getting high educational committee member, and the possibility of increasing the number of the non-party worker.Based on the founding mentioned above, the author consider that, during the process of promoting the village committee election and the quality of the current reform, we should expand the scale of the direct election, raising the proportion of non-party member, attracting highly educated talents into the Village Committee, so we can service the rural grassroots society better.
