The Research Of Village Committee Election Question And The Countermeasure From The Perspective Of Rural Grassroots Governance

The election of village committee is an important carrier for the implementation of villagers' autonomy,an important content of socialist democracy,and of great significance to the promotion of grassroots governance.It has been more than 30 years since the trial implementation of the law on the organization of village committees.The election of village committees have set a good example for the development of democratic politics and grassroots governance in China.Now,the 19 th National Congress of CPC launched a new era.It has become a new goal and requirement to push the focus of social governance down to the grassroots and to realize the modernization of grassroots governance.To achieve this goal,it is necessary to comprehensively explore the problems existing in villager autonomy and to improve the village committee election,so as to achieve good governance in rural areas.Based on the hypothesis of economic man,system theory,governance and good governance theory and other relevant theories,from the perspective of rural grassroots governance,through questionnaires and interviews,this paper analyzes the current situation and the existing problems of the villagers' participation in village committee elections.The excessive interference of administrative power,the influence of village party organizations on the election of village committee,the decrease of villagers' enthusiasm to participate in the election,the bribery and canvassing of votes in the election of village committee have become the issues that need high attention in the election of village committee.In view of the existing problems,this paper explores the underlying causes from the perspectives of subjects,system,environment and social mobilization ability.The result shows that the relationship between villagers' education level and their willingness to participate in the election is a curve pattern.They pay more attention to their gains in the election.As external influencing factors,institutional factors and environmental factors have important influences on the election of village committee,such as the effectiveness of system supply and the level of village economic development.The mobilization ability of the government,the village committees,the village party organizations and the influence of the clan are directly related to the proportion of villagers and the success of the election of the village committee.On the basis of comprehensive analysis,the paper puts forward the suggestions,including improving the election system,reshaping the power operation mechanism,improving the supervision mechanism.The improvement of the system should pay more attention to mobilize the enthusiasm of villagers to participate in the election of the village committee.The remodeling of power operation mechanism includes clarifying the boundaries of power operation of township,village party organizations and village committees and establishing power lists.Improving the quality of villagers,enhancing the ability of social mobilization and shaping a good external environment are crucial to the election of village committees.The role of the village affairs supervision committee,the whole process of the village committee election,and the supervision channels are important to guarantee the villagers' democratic rights and participation in rural governance.Through the research,the paper provides reference for grassroots governance and democratic political construction.
