Study On Government Strategy Of Network Group Incidents

In recent years, with the rapid development of Internet, network group incidents occur frequently. On the one hand, as the enhancement of public consciousness to participate the democratic politics, citizens express their opinions and views more and more frequently. On the other hand, because the traditional express channel has the very big problem, the characteristics of Internet convenience and opening also make the public to express views and ideas through the Internet platform. This makes the government confront a dilemma:either can not put the left unchecked, nor can not be strongly surpressed. The laissez-faire development of the opposition will stimulate the contradiction, while the strong pressure will damage the credibility of the government. Therefore, how to effectively deal with the government of network group incidents has become the urgent need for research topics.This article is composed of five parts by the introduction, related concepts, theories, opinion, government countermeasures and conclusion. The first part is the lead to brief the research background including selecting reasons and research meaning, the present situation of the research at home and abroad, research framework, research methods, the difficulty and potential innovative points.The second part is the definition and theoretical explanation. This part is to introduce the group, group incidents, network group incidents of the connotation and characteristics, the related theory and application. It starts from the theory of responsible government, agenda setting theory and social construction theory to provide a theoretical basis for this study.The third part is the public opinion point of the network group incidents. Starting from the three aspects of public opinion generated by the network, this part analyzes the weakness and experience of government in response to the network group incidents combining with the the Guangdong Wukan events and the Shanghai Metro rear-end events. It points out that the current network group incidents are not complex-the public opinion directs to safeguard citizens’rights, reflected in the aspirations of individual rights and public interest in oversight.The fourth part is countermeasures of this paper. In consideration of government response to the practices of network group events, the government should focus on the maintenance of civil rights respect the reasonable demands of the Internet users to attach importance to the cooperation between the main culture of trust between the main powers and rights dialogue. The last part is the epilogue, including the conclusions of this study and future research outlook. In the growing normalization of network groups events, government should accept the supervision and self-improvement, address the interest demands and balance the interests of harmonious relations. Only the government the rule of law comes first, public rational naturally comes first.
