The Current Situation And Improvement Approach Of The Ecological Achievements Assessment Of The Leading Cadres

What kind of achievements assessment leads to what kind of performance concept, which in turn leads to what kind of policy behaviors. The "only GDP" achievements assessment contributes to the "only GDP" performance concept over the years, which pushed the economic growth, but at the same time it also brought the ignorance of the ecological damage and the environmental pollution. Nowadays, as the sustainable development is encouraged, the limitation of this one-sided achievements assessment is becoming more obvious. The ecological achievements assessment is an effective supplement to the "only GDP", which emphasizes the environmental improvement and the sustained development of the society. The further development of the ecological achievements assessment is beneficial to the construction of the resource-conserving&environmental-friendly society and the harmonious society.In recent years, the ecological achievements assessment is under rapid development, especially in Hainan and Guangdong. The provincial assessment pattern in Hainan and the divisional assessment pattern in Guangdong can be regarded as two typical cases in China, which also indicate the development tendency of the ecological achievements assessment in the future. However, there still exists various problems. For example, how to coordinate the relationship between economic development and ecological achievements assessment; who should execute the ecological achievements assessment; how to utilize the assessment result appropriately; it’s difficult to set indicator system for the ecological achievements assessment, etc.. Insufficient experience is one important factor to the ecological achievements assessment, but after all it results from lacking unified recognition and institutional restriction, and unscientific indicator system, and imperfect motivation mechanism, etc.. Whether can solve these problems has become a vital factor to whether can promote the further development of ecological achievements assessment. Based on the practical experience of ecological achievements assessment, this paper holds that we should strengthen the concept construction and system construction of ecological achievements assessment, and set specialized assessment organization. At the same time, in order to promote the further development of China’s ecological achievements assessment, we should improve the participation, motivation and supervision mechanisms as well as the technological system construction of ecological achievement assessment.
