In the 1970s, with the emergence and the extensive use of the information technology, the new technological revolution began to rise and develop, and it had a unprecedented influence on human society. Meanwhile, it had posed a serious challenge to the original mode of governance that there were "stagflation" phenomenon in most of Western countries. The E-government came into being In such a background and it is a way to solve the difficult of the government management.It is an important boosting power to further deepen the reform of administrative management that we learn from the experience of Western countries to promote E-government. At present, governments at all levels are actively respond to the party and state policies to provide E-government construction financial support, and make some achievements, but as an important component of E-government, E-government performance assessment has not kept pace, so there is a need to work hard to solve the problem. The status of E-government performance assessment has severely restricted the further development of E-government, therefore, the relevant subjects must adopt appropriate measures to improve work to promote the development and improvement of E-government performance assessment and that should be based on that we have a deep analysis and understanding of the complex environment of E-government performance assessment, and that we seize the specific requirements what building service-oriented government should have, and that we know about the main problems of E-government performance assessment.Paper is divided into four parts: the first part discusses the origin of E-government performance assessment, the status and trends of domestic and international research, and the sense of E-government performance assessment; the second part discusses in detail the basic theory related to E-government performance assessment; the third part has a profound analysis of environment of E-government performance assessment, including support factors and constraints; the fourth part describes the main problems and issues of E-government performance assessment and provides the corresponding policies and measures to achieve the better development of E-government performance assessment which is on the basis of requirement what service-oriented government concept takes on E-government performance assessment.
