In the 1970s, with the emergence and the extensive use of the information technology, the new technological revolution began to rise and develop, and it had a unprecedented influence on human society. Meanwhile, it had posed a serious challenge to the original mode of governance that there were "stagflation" phenomenon in most of Western countries. The E-government came into being In such a background and it is a way to solve the difficult of the government management.It is an important boosting power to further deepen the reform of administrative management that we learn from the experience of Western countries to promote E-government. At present, governments at all levels are actively respond to the party and state policies to provide E-government construction financial support, and make some achievements, but as an important component of E-government, E-government performance assessment has not kept pace, so there is a need to work hard to solve the problem.
