In the 1970s, with the emergence and the extensive use of the informationtechnology, the new technological revolution began to rise and develop, and it had aunprecedented influence on human society. Meanwhile, it had posed a serious challengeto the original mode of governance that there were“stagflation”phenomenons in most ofWestern countries. The E-government came into being In such a background and it is away to solve the difficult of the government management.It is an important boosting power to further deepen the reform of administrativemanagement that we learn from the experience of Western countries to promoteE-government. At present, governments at all levels are actively respond to the partyand state policies to provide E-government construction financial support, and makesome achievements, but as an important component of E-government, E-governmentperformance assessment has not kept pace, so there is a need to work hard to solve theproblem. The status of E-government performance assessment has severely restrictedthe further development of E-government, therefore, the relevant subjects must adoptappropriate measures to improve work to promote the development and improvement ofE-government performance assessment and that should be based on that we have adeep analysis and understanding of the complex environment of E-governmentperformance assessment, and that we seize the specific requirements what buildingservice-oriented government should have, and that we know about the main problems ofE-government performance assessment.Paper is divided into four parts: the first part discusses the origin of E-governmentperformance assessment, the status and trends of domestic and international research,and the sense of E-government performance assessment; the second part discusses indetail the basic theory related to E-government performance assessment; the third parthas a profound analysis of environment of E-government performance assessment,including support factors and constraints; the fourth part describes the main problemsand issues of E-government performance assessment and provides the correspondingpolicies and measures to achieve the better development of E-government performanceassessment which is on the basis of requirement what service-oriented government concept takes on E-government performance assessment.
