With restraints of traditional administrative management, the performance assessment standards and methods applied in industrial&commercial administration departments are still stay in the old system with problems as low scientific and objectivity, focus on process but not on result, unreasonable and incomplete assessment items, and difficult to operate. All the problems have resulted in divergence between working objectives and outcomes, so that to influence the improvement of performance of business administration work.This article chooses Shenyang Industrial&Commercial Administration Bureau Huanggu Branch (SICABHB) as the research objective, focus on analysis of the performance assessment of staffs except to the bureau directors. The article analyses the problems of the existing assessment system, redesign the performance assessment system according to the scientific requirement, combined with key performance indicators method and assessment feedback theory, as well as propose guarantee measures for implementation of the new design, in order to establish a practical and operational performance assessment system for the normal stall of SICABHB.By this study, the author hopes to establish a fair and objective performance assessment system to resolve problems in the existing system, to improve management ability, to eliminate bias in performance management, to enhance employees’ motivation and fund solid basis of effective performance evaluation in SICABHB.
