With the urbanization, China is facing the largest population mobility scale in history, there are221million floating people in2010, and the "80" is gradually becoming the main part, it presents a new trend about the population’s mobility and distribution.A large number of rural populations come into the boom cities for the different economic situation and the development of urbanization in both inflow and outflow places. On the one hand, this inflow injects new vitality to China’s economic development and progress, which pushes forward the efficient and rational allocation of social resources, greatly stimulating the economic development of the inflow and outflow places, giving impetus to the progress of the middle and small towns. On the other hand, it also brings various defects to the economic and social development, because of the lack of reasonable and effective guidance, China’s population mobility becomes imbalance, which results in the disorder of social development, the extreme waste of human and social resources, rural migrants is difficult to be accepted by urban people. There are many reasons cause these problems. The not so high quality of the floating population is one problem, in addition to that, an important reason is the dual structure in urban and rural economy, this "dual" economy and institutional structure strictly restricted the people’s free flow, causing the rural population’s lack of social security in urban, which also significantly restricts the people’s rational flow.Therefore, it becomes an urgent problem to take measures to solve the migration problems and protect the rights of migrants which arising in this process. This paper argues that in addressing population’s mobility issues, China must take measures to adjust the urban-rural "binary" system and the social security system, lifting the barriers of the household registration system, strengthening the floating population’s health, education, pension and other aspects of security, at the same time, China has to adjust the industrial structure, and focus on the development of small towns, and provide guidance to ensure a proper and orderly movement of the population mobility.
